Budget 2027 Malaysia: What the RM6 Billion R&D and AI Push Means for Your Business
Budget 2027 puts RM6 billion into R&D, RM30 million for SME AI adoption and a Sovereign AI Cloud. Here's what Malaysian businesses should do next.
Introduction
When Prime Minister Anwar Ibrahim tabled Budget 2027 on 9 October 2026, artificial intelligence was part of the plan, not a footnote. The headline is RM6 billion for research, development and commercialisation across ministries, and around it sit specific funding lines for SME AI adoption, AI talent and a Sovereign AI Cloud.
If you run a business in Malaysia, this guide explains what was announced, who it helps and what you can do now to benefit.

1. RM6 Billion for R&D and Commercialisation
The largest figure is the RM6 billion spread across ministries to speed up research, development and commercialisation. The government has not yet published a full ministry-by-ministry breakdown, and it hasn't said how much of the money is for AI.
What it means for you: expect grant calls and matching-fund programmes through agencies over the next few months. Companies with a clear product, a pilot customer and measurable outcomes will be best placed to win them.
2. RM30 Million to Help 4,000 SMEs Adopt AI
For most businesses, this is the most practical line in the budget. MDEC will use RM30 million to help 4,000 micro, small and medium enterprises adopt AI and automate operations. That works out to roughly RM7,500 per company on average, enough to fund a focused first project rather than a full transformation.
Good first AI projects for Malaysian SMEs:
Customer service: WhatsApp and web chatbots that answer in Bahasa Malaysia, English and Chinese
Document processing: invoices, purchase orders and claims extracted automatically into your accounting system
Sales and marketing: AI-assisted content, lead scoring and follow-up
Internal knowledge assistants: staff ask questions about SOPs, HR policies or product specs in plain language
3. AI Malaysia Bhd and Responsible AI
AI Malaysia Bhd, the national AI agency that replaced the National AI Office in July 2026, receives nearly RM15 million to build a safe and ethical AI ecosystem. A national AI Safety Institute is also being set up under it. Together with the AI Governance Bill, expected in Parliament by Q1 2027, this means AI governance is coming soon.
What it means for you: start documenting how your business uses AI now. Record what data goes in, who reviews the outputs and how customers are informed. Once the bill becomes law, companies that already keep these records will find compliance much easier.
4. The Sovereign AI Cloud
Budget 2027 confirms plans for a Sovereign AI Cloud to keep citizens' data and strategic information under Malaysian control. For banks, healthcare, government-linked companies and anyone handling sensitive personal data, data residency will become a bigger factor when choosing AI vendors.
5. Talent: 200,000 AI-Skilled Workers
The national target is 200,000 AI-skilled workers, with MDEC also aiming to train and certify 5,000 AI professionals. The Rakyat Digital platform now offers free access to more than 16,000 Coursera courses and professional certificates, which is a no-cost way to upskill your existing team.
What Malaysian Businesses Should Do Now
Pick one high-value use case. Choose a process that is repetitive, uses a lot of text and costs you time every week.
Get your data ready. Clean, accessible data matters more than which AI model you use.
Watch for MDEC and agency grant calls. Prepare a one-page proposal with the problem, the solution, the cost and the expected ROI.
